Be­son­de­res Au­gen­merk un­ter den Pas­siv­haus-Leucht­turm­re­gio­nen ver­dient die Re­gi­on Brus­sels-Ca­pi­tal, wel­che seit 2010 al­le öf­fent­li­chen Bau­ten und ab 2015 sämt­li­che Neu­bau­ten in der Re­gi­on Brüs­sel nur noch in Pas­siv­haus-Stan­dard er­rich­ten lässt. Da­mit setzt die Re­gi­on Brus­sels-Ca­pi­tal be­reits um 6 Jah­re frü­her kon­se­quent den Stan­dard um, den die EU-Ge­bäu­de­richt­li­nie erst ab 2021 als Min­dest­stan­dard vor­schreibt. Um die Ent­wick­lung in Schwung zu brin­gen konn­te man mit dem „Call for Pro­po­sals for Ex­em­pla­ry Buil­dings“ bin­nen 3 Jah­ren 117 Ob­jek­te mit 265.000 m² in Pas­siv­haus-Stan­dard in­iti­ie­ren, vom Mehr­fa­mi­li­en­haus, über Schu­len und Kin­der­gär­ten bis hin zu Bü­ro­bau­ten.

"On 3 March 2011, the Brus­sels-Ca­pi­tal Re­gi­on pas­sed an or­der amen­ding the de­cree of 21 De­cem­ber 2007 es­ta­blis­hing the re­qui­re­ments and me­tho­do­lo­gy for ener­gy per­for­man­ce in buil­dings. The con­tent of this draft or­der aims at im­me­dia­te­ly set­ting the pas­si­ve re­qui­re­ments for 2015 and mo­dify­ing so­me of the short­co­mings re­la­ted to the me­thod of cal­cu­la­ting the PEB.

Re­gar­ding pas­si­ve, Ar­tic­le 5a pro­vi­des that from 1 Ja­nu­a­ry2015, in­di­vi­du­al PEB dwel­ling units will pre­sent:

  • a net hea­ting re­qui­re­ment of less than 15 kWh/m² per ye­ar;
  • a pri­ma­ry ener­gy con­sump­ti­on for hea­ting, hot wa­ter and elec­tri­cal ac­ces­so­ries of less than 45 kWh/m² ye­ar;
  • an air-tight­ness un­der 50 Pa less than 0.6 re­ne­wal per hour;
  • an over­hea­ting per­cen­ta­ge beyond 25°C less than or equal to 5% for the ti­me of ye­ar.

Fur­ther­mo­re, Ar­tic­le 6a pro­vi­des that from 1 Ja­nu­a­ry 2015, PEB Of­fi­ces and Ser­vi­ces units and PEB Edu­ca­ti­on units will pre­sent:

  • a net hea­ting re­qui­re­ment of less than 15 kWh/m² per ye­ar;
  • a net coo­ling re­qui­re­ment of less than 15 kWh/m² per ye­ar;
  • a to­tal pri­ma­ry ener­gy con­sump­ti­on less than [90 - 2.5*C] kWh/m² per ye­ar. Def­ni­ti­ons ha­ve be­en ma­de of the com­pact­ness, i.e. the ra­tio bet­ween the pro­tec­ted vo­lu­me and sur­face lea­ka­ge [m³/m²];
  • an air-tight­ness un­der 50 Pa less than 0.6 re­ne­wal per hour;
  • an over­hea­ting per­cen­ta­ge beyond 25°C less than or equal to 5% of the ti­me of oc­cu­pa­ti­on.

The ob­jec­ti­ve is al­rea­dy to gi­ve a cle­ar si­gnal to de­vel­opers, ar­chi­tects and de­sign firms for buil­dings who­se ap­p­li­ca­ti­on for plan­ning per­mis­si­on will be sub­mit­ted af­ter 31 De­cem­ber 2014.

Ant­wer­pen - Be­a­con pro­ject "Nieuw zuid"

Ge­ne­ral de­s­crip­ti­on

Right next to the his­to­ric ci­ty cen­tre of Ant­werp, a brand new re­si­den­ti­al quar­ter – Nieuw Zuid or ‘New South’ – will be de­ve­lo­ped. The­re, the in­te­gra­ti­on of li­ving and wor­king will be­co­me rea­li­ty. Works for this am­bi­tious and mul­ti­func­tio­nal pro­ject are sche­du­led to start in 2013. This for­mer rail­way yard will be tur­ned in­to a high-qua­li­ty neigh­bour­hood. The 70 ha lar­ge area, which to­day is va­cant for the lar­gest part, will com­pri­se of hou­sing, lo­cal shops, pu­blic fa­ci­li­ties and of­fi­ces. The fi­nis­hing touch will con­sist of a park with a sur­face area of over 15 ha. Su­stai­na­bi­li­ty will be a key ele­ment in the de­ve­lop­ment of Nieuw Zuid. The fo­cus on wa­ter-, ener­gy- and was­te ma­na­ge­ment dis­plays the am­bi­ti­on to de­ve­lop Nieuw Zuid as a best prac­ti­ce ex­am­ple of su­stai­na­ble ur­ba­nism. The im­ple­men­ta­ti­on of a dis­trict hea­ting sys­tem on re­ne­wa­ble ener­gy sources, pos­si­b­ly in syn­er­gy with its en­vi­ron­ment, is cur­rent­ly being stu­died. - First lar­ge-sca­le de­ve­lop­ment in Ant­werp fol­lo­wi­ng pas­si­ve hou­se ener­gy le­vels. - Pos­si­b­ly first im­ple­men­ta­ti­on of dis­trict hea­ting net­work in Ant­werp, as first step in de­ve­lo­ping ci­ty-wi­de net­work in the long term - Loo­king, un­der the di­rec­ti­on of ci­ty of Ant­werp, for a mo­del of co­ope­ra­ti­on with pri­va­te de­vel­oper (on buil­ding- and si­te le­vel) and third par­ties (on si­te le­vel for im­ple­men­ta­ti­on of dis­trict hea­ting) Pro­ject team: Pri­va­te mar­ket de­ve­lop­ment in­itia­ti­ve in clo­se col­la­bo­ra­ti­on with the ci­ty of Ant­werp and AG Stads­plan­ning Ant­wer­pen.

Ener­gy ef­fi­ci­en­cy and use of re­ne­wa­bles

  • he­at: ma­xi­mum 15 kWh/net­to m².ye­ar he­at de­mand, and this from the start of the de­ve­lop­ment
  • coo­ling: on­ly pas­si­ve coo­ling in re­si­den­ti­al buil­dings, in of­fi­ces coo­ling de­mand re­stric­ted to ma­xi­mum 15 kWh/net­to m².ye­ar
  • re­ne­wa­ble ener­gy: roofs or other buil­ding parts are whe­re pos­si­ble equip­ped with pho­to­vol­taic pa­nels or other tech­no­lo­gies for the pro­duc­ti­on of re­ne­wa­ble ener­gy
  • each buil­ding and unit wi­thin is equip­ped with smart di­gi­tal me­ters
  • each buil­ding will be equip­ped by the dis­trict he­at net com­pa­ny with a sup­ply set with he­at ex­chan­ger for connec­ti­on to the dis­trict he­at net­work. The pri­va­te de­vel­oper pays a connec­ti­on fee to the net com­pa­ny worth the sup­ply set with he­at ex­chan­ger and the sa­ved cost of na­tu­ral gas net con­struc­ti­on and connec­ti­on.
